Xfinity and its chief rival, popular online video sharing service Netflix, are a big part of that, along with Hulu Plus, ESPN and Microsoft?s own video rental service Zune Marketplace. But Comcast?s move gives them a clear leg-up on the competition, especially for users who frequently watch bandwidth-heavy media like high definition movies and television shows.

By exempting its own service from the company?s bandwidth caps, Comcast places its content rivals at a disadvantage that, on its face, appears to violate the principle of Internet neutrality, which the Federal Communications Commission mandated for the public Internet in rules issued two years ago. Internet neutrality stipulates that all web traffic must be treated equally, which would seemingly prevent big corporations from prioritizing their traffic over small businesses, activist groups and others.

Comcast is getting around those rules by delivering Xfinity over a ?private IP network,? it explained in a customer FAQ published this week. By drawing a distinction between ?the public Internet? and its own high bandwidth ?private? network, Comcast has proved its critics were right to suggest that weakened neutrality rules would lead to the creation of ?super tiers,? where more bandwidth would be available to the owners, operators and, potentially, anyone who can pay enough.

Comcast and Netflix did not respond to requests for comment on this story.

Internet freedom activists have long warned that the ?cableization? of the Internet was coming, and if Comcast were to open up its own ?private IP network? to other major content providers ? for a fee, of course ? it would represent the creation of a super-tiered Internet of sorts, where moneyed players essentially run the show, forsaking the public Internet for the private Internet and hauling millions of users along with them into a new environment with entirely different rules.

It?s also not the first time Comcast has used its bandwidth resources to hurt a competitor and enrich itself: in 2010, Netflix partner Level 3 was forced into paying a reoccurring fee to ?transmit Internet online movies and other content to Comcast?s customers who request such content.? They agreed under protest, saying their highest priority was averting service interruptions, which Comcast threatened if Level 3 did not pay up.

Critics compared the move to extortion and blackmail, but it was perfectly legal because no regulations at the time had addressed network operators charging tolls or blocking content. Now that those rules are solidified and ?public Internet? traffic must be treated equally, network owners have been eyeing ways to further monetize their bandwidth resources.

Xfinity, it would seem, is just the beginning.

Oil falls to near $106 after US crude supply jump

Oil prices fell to near $106 a barrel Wednesday after a report showed a larger-than-expected jump in U.S. crude supplies, suggesting demand remains weak.

By early afternoon in Europe, benchmark oil for May delivery was down 91 cents to $106.42 in electronic trading on the New York Mercantile Exchange. The contract was up 30 cents to settle at $107.33 per barrel in New York on Tuesday.

In London, Brent crude for May delivery was down $1.20 at $124.34 per barrel in London.

The American Petroleum Institute said late Tuesday that crude inventories rose 3.6 million barrels last week while analysts surveyed by Platts, the energy information arm of McGraw-Hill Cos., had predicted an increase of 2.8 million barrels.

Inventories of gasoline increased 1.3 million barrels last week while distillates tumbled 1.4 million barrels, the API said.

The Energy Department's Energy Information Administration reports its weekly supply data ? the market benchmark ? later Wednesday.

If the API figures stand, U.S. crude stockpiles would be at their highest level in seven months, according to analysts from Commerzbank in Frankfurt.

Crude has jumped from $75 in October as signs of an improving U.S. economy bolstered investor confidence. However, demand hasn't picked up yet and economists expect consumption could remain tepid with U.S. gasoline prices nearing $4.00 a gallon.

Some analysts forecast weaker economic growth and demand from China, the world's second largest economy, will pull oil prices lower. Capital Economics expects Brent crude to fall to below $100 by the end of the year.

"Perhaps the biggest concerns are the signs of weakness in China," Capital Economics said in a report. "The years of sustained double-digit growth in China's economy are now ancient history and the risks over the next several years, both to growth and commodity demand, lie overwhelmingly on the downside."

In other energy trading, heating oil was down 2.19 cents at $3.2141 per gallon and gasoline futures fell 4.22 cents at $3.3442 per gallon. Natural gas slid 1.2 cents at $2.282 per 1,000 cubic feet.

The country?s biggest supermarkets, food manufacturers, caterers and food outlets are joining forces to help cut five billion calories from the nation?s daily diet, the Health Secretary Andrew Lansley announced.

Asda, Marks & Spencer, Morrisons, Sainsbury?s, Tesco, Waitrose, Coca-Cola Great Britain, Kerry Foods, Kraft, Mars, Nestle, PepsiCo, Premier Foods, Unilever, Beefeater (Whitbread), Subway and contract caterer Compass have all joined the fight against obesity and are leading the way in signing up to the Responsibility Deal?s calorie reduction pledge.

England has one of the highest rates of obesity inEurope and some of the highest rates in the developed world.? Over 60 per cent of adults and a third of 10 and 11 year olds are overweight or obese.? Consuming too many calories is at the heart of the problem.

Making commitments today to cut and cap calories are some of the world?s biggest food and drink manufacturers and best known brands. More than three-quarters of the retail market has signed up. In addition, among the first signatories are some of the top caterers providing meals in thousands of out of home settings, including Subway?s 1,423 stores ? ranked number two by total meals sold.? The impact of these commitments will help millions of people eat and drink fewer calories.

The following examples highlight some of the initiatives being taken, which include companies actively promoting and incentivising customers to choose lower calorie options.? For many these examples are just one part of a wider calorie reduction strategy.

The commitments include:

• ? Asda will develop a new reduced calorie brand across a wide range of products that will contain at least 30 per cent fewer calories than their core Chosen by you brand;
• Coca-Cola Great Britain will reduce the calories in some of its soft drinks brands by at least 30 per cent by 2014;
• Mars will cap the calories of their chocolate items to 250 calories per portion by the end of 2013;
• Morrisons will launch a range of healthier products developed by their chefs and nutritionists.? More than 300 lines will be introduced, including low calorie and high fibre offerings. Key to this range will be an easy to read and understand labelling system;
• Premier Foods, manufacturers of brands including Ambrosia, Batchelors, Hovis, Loyd Grossman, Mr.Kipling, and Sharwood?s, will reduce calories in one third of their sales by the end of 2014 and at least 30 per cent of new products will be lower calorie choices;
• The Subway brand has committed to offer five out of their nine Low Fat Range Subs, each with fewer than 370 calories, as part of their ?3 lunch offer; and
• Tesco is on track to remove 1.8 billion calories from its soft drinks, will expand its Eat, Live and Enjoy range of low-calorie meals and is making it easier for shoppers to spot low-calorie options through its ?Green Ping? labels.

Health Secretary, Andrew Lansley said:

?Eating and drinking too many calories is at the heart of the nation?s obesity problem.

?We all have a role to play ? from individuals to public, private and non-governmental organisations ? if we are going to cut five billion calories from our national diet.? It is an ambitious challenge but the Responsibility Deal has made a great start.

?This pledge is just the start of what must be a bigger, broader commitment from the food industry.? But it is a great step in the right direction and will help million of us eat and drink fewer calories.?

Chair of the Responsibility Deal Food Network Dr Susan Jebb said:

?I am delighted that these first companies are leading the way on this calorie reduction programme which is vital to tackle obesity and improve public health. This is a very encouraging start displaying some creative and varied ways to encourage behaviour change.

?I am impatient to make progress, but it will take time to change the eating habits of the nation. This is a marathon not a sprint and we all have to commit to support this programme of work for years to come. I know some other companies are already developing their plans but we need everyone, all companies ? from all sectors and all sizes ? to step up and act for the good of the nation?s health.?

British Retail Consortium Food Director, Andrew Opie, said:

?Responsible retailers are dedicated to helping people make healthier choices. The new commitments on calorie reduction complement other work retailers are doing in areas such as calorie information, salt reduction and alcohol units. Arizona Republic (by Erin Kelly): Congress may have finally found an immigration issue it can agree on in an election year: letting in more Irish people.

At a time when the volatile issue of comprehensive immigration reform is hopelessly stalled in a divided Congress, senators of both parties are rallying behind legislation that would allow 10,500 Irish nationals to come to the U.S. to work each year.

The legislation by Sen. Scott Brown, R-Mass., has been attacked by critics as a cynical ploy to win Irish-American votes as Brown battles for re-election in a state where one in four residents is of Irish descent. It also has been decried by both pro-immigration and anti-immigration groups as an example of favoritism toward European immigrants over Hispanics and Asians.

But supporters of the bill, including Democratic Sen. Charles Schumer of New York, say they are trying to help reverse discrimination against Irish nationals that was inadvertently created by a 1965 overhaul of the U.S. immigration system.

That overhaul, designed to end a bias against immigrants from Latin America, Asia and Africa, made it difficult for Irish immigrants to obtain visas despite their strong cultural ties to the U.S., say supporters of Brown's bill. Hispanics and Asians have been the dominant immigrant groups to the U.S. since 1965 and, as they become citizens, their close family members have been given priority for U.S. visas as part of the U.S. government's emphasis on family reunification.

About 40 million Americans identify themselves as being of Irish descent, or about 13 percent of the U.S. population of more than 313 million. Hispanics make up about 16 percent of U.S. residents. The number of Irish immigrants granted permanent legal status in the U.S. has plunged from nearly 38,000 in the 1960s to about 16,000 in the 10 years from 2000 through 2009.

Frank Sharry, founder and executive director of the immigrant-rights group Americas Voice, has no quarrel with the Irish visa bill but resents Brown's opposition to measures that would benefit Latinos and other immigrant groups.

Brown opposes any measure that would provide a pathway to citizenship for the nearly 11 million illegal immigrants already in the United States.

The senator also has opposed the Dream Act, which would allow undocumented children to gain legal status if they enrolled in college or served in the U.S. military.

"The (Irish) bill is actually a modest and sensible measure, and the Irish-American community has fought very hard for immigration reform that would benefit everyone," Sharry said. "We consider them close friends. But I think what Scott Brown is doing smacks of shameless opportunism. He's pandering to the Irish to say, I'm your candidate, and he's pandering to the tea party by showing that he'll fight for white immigrants but not brown ones."

Brown's spokesman says the senator cares about all immigrants and supports a bipartisan House-passed bill that would primarily benefit non-European immigrants facing long waits to come to the U.S. to work in high-skilled jobs or reunite with family members who are U.S. citizens.

That bill, sponsored by Republican Reps. Lamar Smith of Texas and Jason Chaffetz of Utah, would tweak the U.S. visa system to allow more highly-skilled immigrants from India and China to become legal permanent residents. The legislation would eliminate caps on the number of employment-based visas that are available annually to each country. The bill also would more than double the family-reunification visas available for Mexicans and Filipinos, the two groups facing the longest backlogs for that type of visa.

Generally, a foreign citizen who wants to apply for an immigrant visa to the United States must be sponsored by a prospective employer or by a relative who is a U.S. citizen or lawful permanent resident of the United States.

"For decades, the Irish have been unfairly shut out by our immigration laws while immigration from many other countries has sharply increased," said Brown's spokesman, John Donnelly. Senator Brown remains engaged in serious, bipartisan talks about the Irish (visa) legislation as well as a broader, House-passed legal-immigration bill that affects a wide range of other countries.

Brown's bill would make Irish nationals eligible for a special visa program created in 2005 to allow up to 10,500 high-skilled Australians to come to the United States on temporary work visas known as E-3 visas. The program grew out of a trade pact with Australia, but it was also seen as a reward for a country that supported U.S. military action in Iraq and Afghanistan.

The program allows skilled workers with job offers from U.S. employers to get a two-year work visa that can be renewed indefinitely.

Workers with an E-3 visa can bring their spouses and children with them. Their spouses also can work legally in the United States.

While the broader visa-reform bill has stalled in the Senate, Brown's bill appears poised to move forward. After initially opposing the legislation for favoring just one country, Sen. Chuck Grassley of Iowa, the senior Republican on the Senate Judiciary Committee, has decided to stop blocking it, provided that Brown makes a few changes in the bill. Those changes are being negotiated among Brown, Grassley and Schumer, who chairs the immigration subcommittee.

Roy Beck, executive director of NumbersUSA, which wants to reduce immigration, said Brown's bill will end up hurting American workers of all races and ethnic backgrounds.

"Why would you want to bring in 10,500 more foreign workers at a time when we've got 20 million Americans who either can't find jobs or are forced to take part-time jobs when they want to work full-time," Beck said. "Brown's bill is about pandering. It's a form of pork-barreling. Once one special interest gets their pork, the others will all be lined up. In the meantime, Americans of every ethnicity are looking for a job."

"The fact that Brown's bill has a good chance of passing shows that the clout of more established immigrant groups remains stronger than the fast-growing Hispanic community," said David North of the Center for Immigration Studies. The center favors reduced immigration and opposes Brown's bill.

"Political power typically comes long after the population numbers suggest that you should have clout," North said. "The Irish are still coasting on their political power from 50 years ago. The Hispanics haven't reached that yet, but they will."

"It also shows that Congress is grasping at smaller, piecemeal bills because it has given up on trying to tackle the much bigger and politically explosive issue of what to do about the nations 11 million illegal immigrants," said Mary Giovagnoli, director of the Immigration Policy Center, an immigrant-rights group.

"Congress is still not addressing the fundamental issues," she said. "It's pretty sad."

"Still, the fact that Congress is willing to look at increasing the number of immigrants who can come here legally either through Brown's Irish bill or the broader House bill shows that lawmakers still see the value of immigration," one think-tank analyst said.

"Even during the biggest recession since the Great Depression, no one in Congress is seriously disputing our continued commitment to legal immigration," said Muzaffar Chishti of the non-partisan Migration Policy Institute, which analyzes immigration trends. "We still see ourselves as a nation of immigrants. We haven't turned away from that ideal."
